Which question are you asking?

• No monthly subscription. Very achievable. Plenty of cameras record to a card or a local hub with no ongoing fee. You keep the app and the alerts.
• No cloud, but still on my network. Also achievable, and it is the local-storage category: footage stays on a card or a base station in your house and never leaves it.
• No internet connection at all. The hardest, because it removes the phone notification entirely. What remains is a camera that records to a card, plus a chime, and you review footage by retrieving the card.

The first two are the common cases and they are well served. The third is a genuine niche and the choices in it are much narrower.

What you give up with no connection

Remote notification is the whole feature for most people, and it needs a network. Without one you will not know somebody was at the door until you look.

Two-way talk goes too, along with remote live view and any app-based sharing of clips. What survives is local recording and a chime.

This is the trade to be honest about before buying, and it is the one review sites skate over when they list a camera as working offline.

Local storage, and its own failure mode

A card in the camera is simple and private. It is also stealable along with the camera, which is the argument for a base station indoors where a card in the hallway keeps recording after the doorbell is gone.

Cards wear out. Continuous recording writes constantly, and a card that has been in service for a year may fail silently. Check the footage occasionally; a camera that has quietly stopped saving looks exactly like one that is working.
